I discussed this with Sir Thomas Lloyd on the 26th September and as the result I made the draft telegram to Hong Kong into a personal message from me to the Governor and added a paragraph (see paragraph 4 of 45), offering to approach Treasury for a token grant towards the cost of the re-establishment of the University on the pre-war basis and asking for an approximate estimate of Chinese contributions for this purpose.
If the Governor wishes the approach to be made, Sir Thomas Lloyd wishes me to take up the matter with Mr. Pitblado to see what the prospects If Mr. Pitblado takes the view that there is no prospect of a token grant, we shall have to drop the matter. In the meantime the draft
